The GM ELEC01 solution, it was designed to be used for 2 padlock access.  Made of Stainless Steel to last for decades.  It is also used when the gate hardware is imported and the padlock hole it to small.  2 Padlock Hasp, no lost padlock links.

This custom, patent pending items allows 2 different access points. If you have 2 different people needing shared access to a single point, this is a good solution.
